Hello From Idaho:
I have a like new box set of chisels and the hoops at the top of the handles are so loose they will fall off if inverted. I know they are there to reinforce the handle but they are not at all.
What is the best way to fix this problem?

use them! they will "shroom" with a few wacks of a hammer.
I'd try tapping them back into position with a piece of pipe of the appripriate diameter. I've been using the same set of chisels for about 20 years, and they have yet to "shroom". ;-)
Many japanese chisels come with the hoops not set. You need to set them. I could describe the process in detail, but it's easier for you to just go to http://www.toolsforworkingwood.com, and go to the japanese tools page. Click on the instructions for setting hoops, and away you go. It does involve mushrooming the ends of the chisels, and soaking the ends upside down in water to swell the handles just a bit. Follow the instructions, and you will never need to set them again.
