Laminating plywood to MDF for a veneering substrate
Does anyone recommend or not laminating MDF to plywood to create a substrate for veneer in order to get the smoothness of MDF and the strength of plywood ?

Sounds to me that what you want is MDO--Medium Density Overlay. This is plywood with the outer skin a fiber material. A good lumberyard should have this, or be able to get it for you. I don't know the extent there are different varieties specialized for different purposes.
I've used Medium Density Overlay (MDO) for projects and I loved it; mostly because it was dead flat. About my only gripe was that it was a tinch thicker than 3/4, so I had to accomodate that for my dados, but that's better than undersize and I'll trade that anytime to get the flatness. It's available bare, or primed (for painting). And, did I mention it was flat?
