Got a picture of the door? 'cause it depends on the profile of the frame.
I don't have a picture, what about the profile, not sure what the significance is? thanks
The chances are Acorn, that the door is a frame and panel job? If so, you'll find that the wee cope and stick joint at the corner is not held together with very much-- just a wee stub tenon from the rail into the vertical stile-- if you look at the door from the bottom edge, or top edge, you should be able to see the interconnected mouldings.
Most commercial manufacturers drive a couple or three pins pins into the corner from the inside face to reinforce the joint whilst the glue is drying-- bad manufacturers drive a lot more pins in. If this is the case you should be able to see the filler that covers the nail heads on the inside face, in better made doors anyway. Also, they probably glued the panel in-- you said it is flat, so more than likely, it's veneer on ply or more likely, MDF which is cheaper, and it's glued in to add strength to the relatively weak corner joint.
Cramp one stile firmly on to a solid surface, face side down, and put a block of hardwood against the opposite stile in the corner. Tap the block of wood fairly firmly with a hammer a time or two, release the cramp, and examine what damage you've done. Obvious signs of tearing are a signal to stop and possibly order a new custom sized door, or reevaluate your proposed modification. Slainte.

since your cutting off 7", cut one rail off, cut across the door maybe a 1/4, or 1/2 " or so more than the width off the rail. Now you have a piece rail with parts of the stile attached, remove what remains of the panel from the rail, perhaps you can loosen the joint with some water, if you can find a way to work some in, scoring the assembly joints with a razor knife, drill a little hole on the inside where the plow for the panel is etc.
With a stile and rail or interlocking joint I would agree to simply cut the door down to the desired size and then you most likely can put the rail in a vise and use some persuasive blows from a hammer or the likes to separate and loosen the pieces. You must also try and remove the panel , as it needs to be trimmed down to fit the shorter size .Re glue and assemble the door frame .A little touch up and they will never know.
