Is it considered copyright infringement, to post an image of a magazine article if credit is given to both the author and the magazine?
To wit, the text and a graphic from a magazine published in 1985.

Strictly speaking, it depends on the wording of the copyright statement. In general, yes, it is infringement.
For example, the copyright statement in every copy of Fine Woodworking says, "No reproduction without permission of the Taunton Press, Inc."

That's always the safest option.

It has been a while sense I was in a business law class and there have been some changes in copyright law to protect digital media. However, the basic premise in copyright law is to protect someone from making a profit off someone else’s work. If you make a copy for your own use or in this case to help someone without making a profit (epically if it does not prevent the copyright holder from making his profit) you are not breaking the law. Copyrights do not run forever. If the article is from 1985 then the copyright has probably expired any way.
Perhaps there is someone who is more up to date on this issue, but it does not sound like this is something you can get into trouble over.

This is a complex subject, but if notice of copyright was given when the work was published, as was likely with a magazine, the copyright would extend to 70 years after the death of the author or if a corporate authorship 95 years after the date of publication. The duration has been continually extended by Congress, sometimes thought of as Disney extensions--to keep Mickey Mouse out of the public domain.

Just an example.. I love working with C# code .. All sorts of stuff posted I use and change for my needs.. I think if they posted it they wanted glory! I wanted the knowledge.. How do we separate from that? Not the exact copy of the code but MANY ideas in there?

I needed some copyrighted information for a paper and presentation I had to do for school. I emailed the source and asked permission. They replied the next day and said I could use the info. Just email the source and ask permission.

Have you considered simply emailing the article, rather than posting it on the internet? Technically, even that might be a violation, but your onlyl sending it to one person, and it's not like the copyright police are checking the airwaves every second. With a 13-year-old article, even the conscious can be fairly at ease.
I feel differently about posting a scan on an internet forum where it's available to millions of people, free of charge. Chances are, legally it is a copyright violation, but who knows what the chances are you'd get caught or that the publisher would even care.
