Is it ok to orient the glue joints of laminated chair legs forward-to-back instead of side-to-side? I would like to cover the glue joints with shop-sawn veneers, and the best way to show that veneer would be to position the glue lines forward-to-back. The plans call for the glue joints to be side-to-side, so is there a structural issue with changing that?

There is no really good reason why you should not do what you propose. The only caveats I will add is that it is:
I am assuming your laminations are not bent laminations, but that you are making a thicker lump of wood out of thinner planks. If you are doing bent laminations then probably what I've suggested won't apply for a variety of reasons. Slainte.
