Sorry you haven't gotten any responses yet. I will send the link to a friend of mine who definitely knows the answer, but can't guarantee he'll check in. Give him a day and we'll see.....
In machinst terms it's known as hobbing gears. You can cut the gears with a scroll saw. That's what is usually done. Making some type of indexing plate will make the gears consistant. If you explain what your using the gears for. I might be able to give you more specific information.
Take a look at this web pages:

This should give you some ideas.
Hey Forestgirl! How's things?
Welcome back, Len!
Thanks for checking in so quickly, I knew you'd have some answers.....
This is the kind of thing that makes me worry about the New Knots. Where's our OP???
Where's our OP?
Good question. Frustrated by things here not happening at Facebook or Twitter speed, perhaps? Or, perhaps he forgot where he posted, since this is a rather obscure section that shouldn't even be open for posting, since the whole "expert" thing died a couple of years ago.
Even on the old Knots, however, I had noticed that people would occasionally post a question and then disappear. I've always assumed they were abducted by wooden aliens. ;-)
Thanks
thank you for your responce.. i am working on a free energy experoment and i needed some gears made for adjustments i asked a couple of gear manufacturers to give me an estament well after i got an estament of $2,450.00 for 32 gears and 2 ring gears i desided to make my own useing 2" round stock and my router table for the 32 gears ill cut the whole leangth of the round stock and then slice them to width then use my scroll saw to cut the Ring gears out if some 3/4" sheet of polypropalene i hope i have got this figured out let me know if i do please i havent started yet waiting on the round stock to be shiped so if i dont have it figured out let me know please

He knows his stuff and will not rip you off. At least by my experience. It will cost you a few dollers but reasonable price. Again, just my opinion...
I gave up on trying to edit my original post!!!!

Make a jig to hold the long bar stock that has some type of indexing. The key is going to getting you tooth pattern consistant. Variations in the tooth pattern will lead to the gears skipping or binding. Take you time.
One option for indexing is to buy a gear with the correct number of teeth on it. You will have scale it to the correct size.
Good luck
making gears on a table saw or scroll saw
I haven't seen this posted yet. Go to http://www.stevengarrison.com He has generated a method that can be used to cut convolute gears (regular or helical) on a table saw or scroll saw. He charges about 24 bucks for the plans but it's well worth it. I purchased the plans and it works perfectly and very accurately!
