For an accurate and informed answer from people who do it every day, try the "breaktime" forum. With a concrete floor, there are certain procedures you should take. Those guys know all the ins and outs.
Lay sleepers over the tar paper; that concrete may be subject to quite a bit of moisture.
All the floors pictured here, with one exception, are laid over a concrete slab.
The slab must first be checked for moisture content which should be below 75% Relative Humidity. Providing this is so, then no moisture-proofing is necessary.
My method is to put down a nailing base of 3/4" plywood, fixed to the concrete with tapcons -- 50 fixings to an 8' x 4' sheet.
The timber is fixed down with a nailer and a bead of construction adhesive every 16".
If the slab moisture is above 75% R.H. then I coat the concrete with cold-applied roofing adhesive, a.k.a. solvent-based asphalt, and fix the ply down while this is still wet.
You might consider laying the flooring on the diagonal as you don't have to worry about the position of bearers, etc. It makes for a more interesting floor, IMO.

I would check out the products at the following sites for what I think could be a better solution. Especially for the potential moisture problems you face in Florida. Also, it should be more comfortable to walk on.
