I like the price! I have not seen this mortiser in person so I can't really help you but it looks like a lot of machine for the money.
I do have the Grizzly horizontal boring machine with a similar X - Y axis table design, and I can say it is not the smoothest action. It took a bit of tweaking but it works.
Just last month I bought the Powermatic 719T chisel mortiser which is a dream to use, nice and smooth with a tilting table for angled joinery, but it is over twice the money...
Hopefully someone who has seen this machine can can help you out a bit more.

I do believe it is the same as the Steelex which is a division of Woodstock International which is Shopfox which consequently is all owned by Shiraz B. who also owns Grizzly. For that matter it is the same as the York-craft mortiser when Wilke Machinery was up and running.
The machines has been purchased by several and all seem to be relatively happy with it. I used a York-craft once before purchasing an Industrial mortiser. It was fine and having a X-Y table is a large improvement over bench-tops.. Add better hold-downs and you would be hard pressed to find a reason that $399 is not a bargain indeed.
The machining is not perfect.. the hold-downs are good but not great.. the X-Y table was fine but limited to some degree. But... I have an Industrial 650 pound mortiser with death grio hold-downs so I cannot compare to it. I personally woud purchase it if I had not stumbled on a $2100 mortiser for $800. Again.. a vast improvement over any and all bench-tops IMO.
