"How much should freon cost per lb" Whatever the market will bear, if you're speaking of actual freon (R12, I believe it's called). I've seen small cans found at estate auctions go for increasingly higher sums over the past 10 years, with frenzied bidding from the handful of people who needed it for their old cars.

I thought it was illegal these days?
Almost everywhere? I would think you may need a pro to recharge if they can.. I have no idea.
Not even sure you can buy it outside of the black market!
At least in Michigan, it is still for sale. Being as the cost to replace an old cars AC would be out of this world and that the new stuff really does not work in the old system you still need the old stuff. That being said you have have a permit to buy it and this is nothing new. So only "skilled" persons can buy it. Now what is for sale is stuff that has been around for a while. As you can not make it any more in the US. I am not sure if you can still import it. I know you could for a while.

Most air conditioners use R22 refrigerant. You have to be a certified technician or a company that sells to technicians to buy it. Last I knew it was about $24/lb. Many units have about 15' of coil that contains the refrigerant. That is charged according to pressure. It usually makes sense to have a tech check for leaks, change filters and do the charge. You may need specialized fittings to charge the coil.
Beat it to fit / Paint it to match
It's been a few years since I was in the biz, but all systems were charged by weight of refrigerant. R22 as well as R12 and all the other flavors. Had I been able to do it by pressure I would not have had to buy that expensive scale. can you tell me the name of a system charged by pressure? I'm curious now.
