Wondered if you could help me out with a finishing query.
I have some small boxes to finish. The lids are in quilted maple veneer (bonded to plywood)
As the surface of the quilted maple is very uneven and bumpy, I do not want to over sand for fear of sanding through the veneer. What is the best way to finish this type of veneer? Would it be best to build up multiple layers of shellac until the surface becomes flat? I am not looking for a high gloss finish, matt to semi-gloss would be my preference.
I would be grateful for any advice you might have.

No finish is going to solve a bumpy veneer problem. I would be more concerned with flattening the veneer first.
Depending on the glue, a warm iron may help. Some light sanding may also be required.
A good finish is only as good as the surface preparation. Shellac is a wonderful finish on quilted maple. To drop it back to a more satiny sheen after it cures, rub it down with 0000 steel wool and some wax. Liberon wool is the best if you can find it.
