I’m going to be finishing a small hanging bookshelf out of purpleheart and want to keep the purple as bright as possible. There will not be a lot of UV exposure. What are my options for finish?

A very simple finish for this would be a couple of coats of shellac. SealCoat would be the shellac I would use for it. After the first coat, give it a light sanding with 320 paper and apply a second coat. That should be all you need. You can rub it down with 0000 steel wool to further soften the surface.
Another simple option is to use a clear aerosol lacquer. On a small project like this they can be very easy and quick. If you use one, be sure and spray light coats. After you have it sealed, sand it lightly with 320 paper, clean the dust and re-spray.
The nozzles on these lacquers are not great so keep the coats light.
Time will change the color of the wood.
