I lent out a 3/4 forstner bit to my neighbor and when I used it last night it started to immediately burn the maplewood and it immediately turned blue-ish hue by the cutter. IS this bit toast?

It may well be toast. The cutting edge can be sharpened with an auger bit file or a small flat needle file. There are some dry lubes that can be used on the perimeter. You might be able to remove the bluing with some metal polish. Loaning tools often has it's consequences.
Beat it to fit / Paint it to match
If it's a HSS bit, you might be able to do a bit of filing on the cutting edges and get it working again, but unless it's an expensive bit, I would just replace it.
If it's a bit that gets lots of use, get a carbide bit. I used to drill my euro hinge cup holes with a HSS bit, but found myself touching up the cutting edges all the time. I popped for a carbide bit ($50?) and the problem disappeared.
