So my delta 1 1/2 horse DC doesn’t seem to have the same sucking power as it did when it was new, its only about 8 months old. Any one have any ideas? Could it be that the felt bag is really dirty with the fine particles? and if so can i just hose it off?

Compressed air and a good beating should do the trick. Inside with the doors and windows tightly shut, naturally....<G>!!! I am told that the natural build-up of fine dust (fines) on the inside of the bag is part of the filtering process and water is a no-no. Beats me.

The filter bag is probably caked with sawdust. Do you have it always hung from that hanger hook they include? If so, unhook it and flap it up and down a bit. A lot of sawdust is likely to fall down into the collection bag below. Rehook it and go back to work.
Some sawdust cake on the inside of the bag actually improves the filtering. While you won't hurt the bag by washing it, you will be pumping more dust into the air in your shop until the cake builds up again. The balance with this kind of filter bag is having enough cake to filter well, but not so much that it chokes off the system.

Well it had a thing that is supposed to hold it upright but the crap a$$ spot well that holds it up is busted FOR THE SECOND TIME, Its a nice touch by delta and there attention to detail if you ask me.
But anyway. I do have it rigged upright. Sounds like its time for a good filter beat down.
Another thing to check is the inlet to the blower (POWER OFF!!). I had a DC once that had a screen over the inlet so you couldn't get your hands in it, and the shavings from the joiner built up on it causing a big time loss in suction...and filled the hose full too!

My Delta has a cross web just at the intake. It often gets a small trimming stuck across it. Also small papers, bags etc can end up in the impellers, great fun getting those out! If you wait to long to empty the plastic bag it gets a whole bunch of dust up in the bag. Nice thing to do on windy day is clean the DC.

I had the same problem with my old Jet 650 cfm and cleaning the top bag always took care of it.
Give the bag a good beat-down and then carefully remove it (it's gonna make a mess, however - no matter how well you've beaten it). I would take the bag outside, carefully turn it inside out, and shake it out. You'll want to do this when there's a fairly good breeze and you want to be upwind. - lol When it's clean, turn it right side out, reinstall it, and your DC will be almost as good as new.
I never hosed mine off since I didn't want to wait for it to dry and the shaking seemed to do the job. When you start up again, you'll probably see some fine dust, but that's to be expected. The filtering effeciency of those bags actually increases with a fine coating of dust, but goes back down as the layer gets thicker.
Last year, I replaced my 650 cfm Jet with an 1100 cfm unit with the Dust Dog pleated fliter. The mechanical cleaning deal is nice and I give it a few spins every day or so, but I still need to give it a good cleaning whenever I change out the lower bag.
I have had a Delta 1 1/2h dust collector unit for several years. The performance was always just so-so until I took some advice recently from someone and made a few changes to the unit. I replaced the original felt bags with an oversized bag from American Filter Fabric, this also allowed me to use a heavy poly-bag on the bottom to collect chips and dust, and making clean out easier. I got rid of the "Y" fitting on the collector along with the plate inside the housing(behind the Y) that restricts the opening from 6" to 5". In place of the Y, I added a 6-5" reducer and began using 5" dc hose. My reducers to any machinery is located at the machine, not back towards the dc. The difference in suction is substantial. To clean the AFF bag I gently beat it while it's in place , and every once in a while, I use my hvlp to blow the fine dust back into the bag, letting it settle in the poly bag. I had thought about getting rid of my dc unit, but now I am very happy with the way it works--wish I had known to do this years ago.

Sounds like a good ol cleaning and also checking to see if the screen if there is one is clogged is in order.

I'm curious to know if the bag beating solved your problem.
I've had the Delta 50-760 1½ hp Dust Collector for nearly a year now and have had NO problems of any kind. It has the original felt bag and I tap the dust bag after nearly every use, just to get the loose dust to fall into the collector bag.

Unfortunately i have not had a chance to lay the beat down on the bag, I spent most of last weekend jack hammering out about 900SQ feet of concert for our new driveway.
I will most likely get to it this weekend and I will update then.

Buy a Dust Deputy. No more dust to jam the filter. Oneida makes them.
The use of a cyclone is a superior solution however the Dust Deputy is designed for shop vac/small tool activity. The maximum inlet outlet is 2". This device will not give adequate volume and velocity to move dust from the big dust producing machines. Oneida does not promote this as a big dust solution.Don
