How deep should dados be for a 3/4 birch plywood shelving. I was going to make them 1/3 of the width deep… anything wrong with that?

As long as the shelves are solidly seated in the dados, and can't pull out, then a depth of 1/8 to 3/16 is sufficient and it leaves the uprights stronger and less likely to show small kinks at the dado locations.

As you pointed to, the rule of thumb is no deeper than 1/3 of the thickness of the material. Less is okay, but more makes a weaker joint.
I follow Norm's rule of thumb.. 1/4".. even if you assemble it and forget the glue.. the shelf is wedged in there a total of 1/2".
It ain't comin' out.
