Because it's easy, I cut laminate on the table saw. Glued a cleat to 1/4 x 2 x 27 plywood; lay it against the fence to keep laminate from slipping under, the cleat butts against front of saw table so the plywood stays in place. If I need narrower piece of laminate, raise saw blade thru the plywood.
I use the tablesaw, too, most of the time, with a jig for my fence that prevents the P lam from slipping under. But this was pretty difficult the 1st few times handling full sheets of laminate alone. Once you get the feel for it, it's a piece of cake.
Other times, depending on the size and shape I need to cut, I've used a small router with a 1/8" straight bit - not the fastest, but if you have to do weird shapes, it's easy to freehand cut, and safe for the beginner. The drawback here is that you need a big flat surface that can eventually be scrapped, or the back side of what will become a countertop, because the router bit has to cut into this as well.
And I've also had good luck cutting 1-2" oversized with a circ saw and straight fence clamped to the piece. Again, the drawback is the material you back it with during the cut is going to be trashed, on one side at least. There is some chipping, but if you don't wiggle the saw, it's very minimal.

I use a laminate knife. Got it at Home Depot for about $5. It takes several strokes along a straightedge to establish a grove. After that just pull the knife in the grove until the laminate parts. Very save and sure.
