I am trying to cut a circle on a jig on the bandsaw. My questions is should the pivit point be 90 degrees from the teeth. It is binding up any suggestions?

My pivot point is aligned with the blade teeth - and I usually use a 1/4" blade.
Binding can be caused by using a blade too wide for the curve you're cutting, and/or the jig wobbling a bit as you cut.
Oops, forgot to add the pictures.
Do you have a set of plans for your jig?
Plans??!! We don't use no stinking plans!! - lolSeriously, I just made it up as I went along. This one was the second iteration of my first one which was ok, but had a couple of drawbacks.I'll be glad to post some pictures if that will help you.
Don't forget, the pivot point needs to be moveable so you can "spiral"your way in to the final radius.Frosty"I sometimes think we consider the good fortune of the early bird and overlook the bad fortune of the early worm." FDR - 1922
The pivot needs to be in line with the tips of the teeth.
