My brother is a wanabe bowyer? that is he wants to make recurve and longbows. In my opinion he needs a bench like the chairmakers use to hold the bow while he uses the spokeshaves I bought him for Christmas. Where can I find a plan for a bench that you step on or sit on to hold a long piece for shaving?

Lots of shaving horse plans - or at least pictures - out on the web.

Highland hardware sells a shaving horse and they teach a class on building on. They may have the plans available for sale.
