I have acquired a Rolson balsa wood trimmer but can’t figure out exacctly how it works. There is a fence which is self explanatory but no cutter. I presume one uses a scalpel blade, but there doesn’t seem to be any method of fixing the blade in place. Does anyone know this tool?

I don't know anything about the brand you have but back when I was flying and constructing U-Control combat planes the universal cutter for balsa was an Xacto knife. Nothing else was ever used. I would imagine that the cutter would use an Xacto blade somehow.
I know this is not a very exacting answer but maybe it will help.
Did you buy the trimmer on eBay, per chance? It appears, from a cursory Google search, to be a UK product. If you pursue this search <click> you might find some info that would lead you to a blade. I just looked at the first 10 results.
