3 stage will handle waterborne finishes -- you'll have to thin it though, which can be problematic with some waterborne finishes. Given the choice, I'd go with a 4 stage turbine.
Go with the 4, it will give you more options. If you don't have a large compressor, turbine is the way to go. I am not sure which one is the highest rated, but a buddy of mine has the Fuji Q4 and raves about it.
