Gary,
I have been planning on buying a router table and have check all the reviews, to get the one I like it would cost some where around $600. A local store has a Shop Fox 1hp shaper that will has 1/4 & 1/2 colletts. Its cost is$369. Would I be better off buying the shaper or is it undersized? Thank you

Chalky,
Now this is just my opinion which is what you asked for and I in no way reflect the opinions of the publisher of Fine Woodworking or any other Taunton publication. But I'd run for the hills with my money rather than buy a cheap shaper. Nothing scarier than a cheap shaper. You could spend $2000 on an okay one.
Buy a good router instead with a 1 1/2 hp motor on it and speed control. Get one with a nice fine adjust and skip the shapers. Then buy a half sheet of melamine and make a table out of that. Buy an extra base with your router and mount that to the melamine top. Clamp the top to your workbench and get a nice straight fence. Chalky, now you're in business for about $369, it's a heck of a lot safer, and pretty darn easy to do.
But that's just my opinion. Been using one like I described for the past 25 years. Best. Gary
Thanks Gary, appreciate the advice. Chalky
