Well I guess that would be to use a drawknife. Fourteen inches down to ten is quite a lot of work though... I'd probably cut a smaller log or set up some sort of temporary log lathe and rough it out with my chainsaw.
A spiral router template would make the work quick and easy. Google "totem pole carving" and you will see how the Inidans did it in the past
