Use a file to put a 45 degree bevel on the edge. I then use a block of wood cut to 45 degrees as well and hone the edge on a piece of MDF with sandpaper so that you remove the file marks.
Once the edge is honed then flatten the back. Pretty much like preparing a chisel or plane blade. Although, you don't have to polish the edge as much. Just make sure there are no burrs or rough patches on the edge.
Then turn a hook on this edge as you would with a scraper. Make sure to turn the hook from the beveled side. So tilt the burnisher about 5 degrees or so more when resting on the 45 bevel.

You sharpen the blade similar to regular card scraper. The only difference is that it is at a 45ยบ angle and you are just turning a burr on one side.
