I am converting my home garage into my shop space. I am not a big fan of concrete as my feet and back become very sore after just a few hours. I am seriously considering putting a wood floor over the concrete, 2X4 sleepers and plywood, but I have a small problem. The concrete floor slopes 2″ away from the house, which is a good thing if the water heater ever blows. I am wondering if this 2″ would cause a major problem or do I need to level the floor? If I need to level the floor what would be the easiest and most cost efficient? Oh, the floor needs to be temporary, I will not be living here for the 20 years.

A perfectly level floor certainly isn't a necessity, but it sure is nice in a lot of little ways. If I were going through the trouble of laying down a wood floor, I would take a an extra half day or so in time, and almost no extra material cost, to get it level.
The easiest way to level the floor would be to just shim up the sleepers every 2 feet or so. make sure that once the shims are at the correct height that they can't walk out from under the sleepers as the floor flexes with use. A bit of glue, or a screw down through the sleeper into the shim, is all that would be needed to keep the shims in place.
