I need to clean up some breadboarding tenons. I need a plane to do this, and am curious which plane will serve me better for more uses, a dedicated shoulder plane, or a Low Angle Rabbet Block Plane (i.e. L.N. 042 versus 60.5).
Which one would suit a beginning woodworker better?

Most breadboard tenons are longer than a shoulder plane. Since a rabbetting block plane has a wider iron, it would do this chore better, and would be what I would use.
To answer your question of future use, there is no good answer. If you're going to do hand work, you will run into instances where a shoulder plane is more appropriate than the rabbeting plane, say, on the 1/4" shoulders from a cheek cut, on a tenon. I believe that is what they were designed for in the first place, but I'm no historian. You can make due with either, though. I choose to have both.

The rabbet will get you there faster on your project, but across the board I use my shoulder plane more. Both have a place.
