I am scraping white oak and have problems with a card scraper and cabinet scraper chattering or skipping and leaving kind of washboard marks. What causes this? I can hit it again and get a good shaving.

Is your card scraper sharp?
A scraping plane and No. 80 chatter usually when pushing to hard or taking to much off.
A card scraper usually does not if its held at the right angle, and sharp.

If you want to spend the bucks,the LN No.85 is the easiest and most chatter free scraping plane I have ever used,the blade actually beds itself against the plane body and it gives excellent results even without drawing a burr on the edge which takes a little practice to get good at anyhow.
