window sills
Window sills and stucco can be a big pain. I am a Realtor in Alameda CA and we see a lot of those hear. Generally you have to breake the stucco out and remove the old sill replace the flashing and repair the stucco. Sometimes you need to replace the whole window. You might talk to a termite company that does a lot of that kind of work and see how they would do it.
Good luck
