I recently lucked out on a newer powermatic 54a jointer. It has overspray and surface rust but otherwise is fully functioning.
I was hoping I could get some advice on how to go about cleaning the surfaces of my new machince without doing any further damage to any of its parts. Thanks for all the advice and tips.

Go to OWWM.com (Old Wood Working Machines) and you will have your eyes opened to a new world of old machines and how to refurb them. There is a forum for Old Machines, on it you can search for topics on what ever you want to know. There's an information section of "How To's" and more photos in the "Photos by Manufacturer" than you realize existed. So head on over and learn to scrap with razor blades, WD 40, 0000 steel wool, and electrolsis. Beware though, owning old arn is adictive!
Refurb a powematic jointer
Thanks for a great starting point. Seems like a wealth of information and too late for the warning, I think I'm already hooked. Something inexplicably satisfying about taking all the grime off a used machine.
WD40 is a first good step- it will take the dirt away and helps to remove the rust. Let it soak for a couple of minutes. Or use mineral spirits to clean the surface and then apply paste wax to finish off.
