Raw Veneer and Phenolic Resin Substrate
Building table using a Phenolic Nomex Panel. Material surface is similar to Formica. I want to secure raw veneer using contact cement. Questions are the following:
How to prepare surface of substrate? Coarse sand only?
How to prepare raw veneer? Sealer before contact cement?
what contact cement?

Veneer
Contact cement is not great for raw veneer - but if you must - I would use a solvent based contact cement. Yes course sanding on the substrate - no sealer on the veneer. Also I would double glue meaning apply glue to both surfaces - let dry - than recoat both surfaces again - follow directions on can to adhere. Be careful finishing - solvents in the finish can hurt the glue bond.

What about the use of epoxy for this?
Epoxy
I have more faith in epoxy but you loose the ability to press veneer in place. Are you able to clamp the surfaces ?

No. The table will be 30 by 60. I could use some MDF over the veneer but that would be it. No great way of adding extra pressure.
Veneer
The epoxy needs even pressure all over so that isn't going to work for you
Maybe an alternative solution is to purchase a 1/4 inch ply wood with one side in finished veneer - than simply tack and glue the board onto the substrate - you may have to do something with the edges but I'd need to know more about what you're trying to do before I can recommend a solution.

What I am trying to do is have the table as light weight as possible. It is going to be used on the stern deck of my boat. I will need to take the legs off, put the table in a canvas bag, and stow on my flybridge under my dinghy. So it has to be light. Hence the use of the resin sandwich core. The plywood idea may work but it will certainly add weight. I would guess Baltic Birch ply would be best. The edge is no problem. I plan to edge it with a teak frame.
