I have a small worksurface on which I had previously coated with polyurethane varnish. I now wish to cover this worksurface with plastic laminate, but I don’t particularly want to spent the time or effort to fully remove the varnish. Your recommendations please. Thanks.

If the poly is in good shape, you can thoroughly scuff it with coarse sandpaper.

And then what? Regular contact cement?
I use contact cement to attach finished end panels on manufactured kitchen cabinets all the time. These may be finished in all kinds of coatings. I've used both water based and solvent contact cement. The issue is knowing when the cement is ready to stick. Contact cement requires pressure to bond. You need to use a roller or other method to press it down firmly.Beat it to fit / Paint it to match
