Hi , I am making a small side table with a pippy oak top. The “pips” are a wonderful feature but what is the best way of filling them them in before finishng. I plan to top coat with wipe on ARM-R Seal urethane varnish which I have used before with good results.

Not at all sure what you are referring to as "pippy." If they are defects that need filling, plan on filling the entire tabletop. Spot filling of "pips" likely would leave smooth areas that would be noticeably different from the typical open pore oak.
