I know that the plies should be equal on both sides of plywood but is it necessary to apply a counter veneer when applying a decorative veneer to the top surface of 3/4 plywood.

In general, yes, it's a good idea to veneer both sides. But if the veneered workpieces are very small (jewelry box, etc.) or serve as panels within a frame (small cabinet door), you might be able to get away with not veneering both sides.
