I am wanting to make a washer and dryer pedestal stand.
1. Are there any plans available on how to make one?
2. Are there problems using MDF on the top if it is painted, since there could be water spilled on it?
3. If it is painted, what type of paint?
4. What about using MDF for the drawers?

Waterproof MDF
There is a product named Medex that has been around for quite a while now. It's basically waterproof MDF. I made some large frames for stained glass windows out of it about 15 years ago and they're still in good shape. There is a newer product which I have used but don't know the name of. Medex is pink whereas this newer material is green. A few years back, I actually cut a piece of this stuff 3/4" x 3/4" x 4" and put it in a glass of water overnight. IT DIDN'T BUDGE! Check with your local companies that cater to the cabinetmaking industry.
An Alternative
I've also heard of a product called Xterra or something similar. We used some for an outdoor grille a few months ago. Would definitely not recommend regular MDF in an application where it could get wet, even if it's painted.
You can use my plans
I built pedestal stands for our washer and dryer and you are welcome to the plans if you can't find anything else. They are in a CAD system so I can make a pdf with dimensions for you to work from. The basic design was to build a 2x4 frame for strength and wrap it in 3/4" plywood for rigidity. I replaced the appliance feet with bolts to fasten the appliances to the stands and then put adjustable feet in the bottom of the pedestals. They are painted to match the trim in the room. I would definitely not use normal MDF. In fact I would never use MDF within 10' of any water source!
