I recently purchased an older, used 12″ Delta Radial Arm saw. It has a magnetic starter with remote low voltage controls. That said, the transformer that drives the LVC is quite noisy, and no amount of tightening / adjusting seems to fix it. Just wondering if there is any way I can make it quieter. I have even heard of coating the transformer with shellac / or crazy glue to help lock the plates together…

No, but the transformer casing is bolted together (4x bolts), so I think it could be opened up to expose the laminations.
Using wooden wedges to tighten up the laminations is an old but often effective trick.
