Hi – am I supposed to put water into the Hold Heet base unit, and then the glue pot into the water bath? Or does the element heat all around, and I should just set the glue pot directly into the base unit as is?

Put water in the removable pot. Mix your glue in a glass jar and place the jar in the water. When you are through with the glue put the lid on the jar and put it in the refrigerator.
The element is in the base only.
If you want to confirm put water in it and feel as it heats up. if the sides stay cool while the bottom is getting warmer then you have your answer.
