Rick,
"Best finish" is really a matter of opinion. What you do want is something that will be durable and low maintenance. You could use an oil base primer and paint for the frame and a clear poly for the seat. You could paint the entire chair.
If it were my chair I would use a high quality marine grade varnish, Interlux or Epifanes, for the entire chair.
FWIW, in traditionally built canoes the gunwales, thwarts, and seat frames are usually of ash. The seats are then "caned" and the inside of the canoe finished with varnish.
