How long after I pour epoxy can I safely pull off masking tape and not have it pull the epoxy with it?

Dépends on the epoxy make, the mixing accuracy and the temperature.
I always dribble some leftover epoxy onto a scrap to judge cure time w/o touching the project. I also lay my mixing stick down, when the stick snaps instead of the epoxy it's go time.
I do not know your application but I would recommend painters tape not masking tape. Again - not knowing the specifics if you let the epoxy set up too much you may not be able to pull the tape off.
That really depends on your epoxy I’ve used 5 minute 8hr and even 72hr. Masking tape really doesn’t hold the epoxy well if the epoxy leaks it has to be cut out. 3m has a vinyl(?) tape that works well or tuck tape is ok so far as taping for epoxy goes
