I hate sanders. Too much dust. I prefer planes and scrapers, with minimal hand sanding. But, I’d like to take my woodworking from rectangular flat surfaces to curvacious. I don’t yet have a quality set of files and rasps, and am trying like hell to avoid buying an oscillating spindle sander. But can I finish curves as in this example without one? Can it be done (enjoyably) with rasps and files?

Sure. But don't forget spokeshaves and bow saws and carving tools. You can get decent results with Nicholson patternmakers rasps, 49 and 50. Not wonderful like the hand cut rasps, but still they do the job. The real plus of rasps and files is that you can switch back and forth with edged tools without destroying blades.
Spokeshaves excell at this very function.
I rarely use my rasps, except in tight places.
