I have a cedar chest that I have stripped. The existing finish was in very poor repair and much of it was missing. When stripped it appears blotchy. How can I even out the look of the surface for refinishing? Someone suggested putting in the sun and using A/B bleach. What do you redommend?

Hold off on the bleach.
It sounds like it just needs a good sanding.
For cedar I would start with 150 grit and give it a good going over. Check your paper when you start because there could be residual stripper left over that will clog the paper pretty quickly.
When you finish with the 150, clean all the sanding dust off and proceed to 180 grit. Repeat the process. you'll find that it goes a little easier now. I usually stop at 180, others prefer to go to 220. It's whatever pleases your eye and touch.
I try to avoid using two part beach. It really takes the life out of the wood.
