After looking over the responses it is clear that the main issue is being overlooked. No matter how many safety devices are created they don't help if they are not used properly. What is needed is an enforcement system. The FTP (Federal Tool Police) will be charged with seeing that all safety systems are installed and working properly. Anyone failing to follow all safety regulations will be fined and/or jailed. Clearly this will work; just look at the excellent results achieved by federal intervention in other state and private areas: banking, securities, health care, illegal drug use, the list goes on and on. Its the American way.
