The design for one of these hanging tool cabinets can be found in the October 2006 issue of Wood magazine.
Each of my two daughters has a basement workshop in a small room that is shared with a gas furnace. Space is very much at a premium. I built them both one of these cabinets and they help very much to make the small space useable.
